Denton County's Outer Loop EIS Wraps in September — the Route Is Nearly Locked

Here's the thing about a freeway study: it's the moment when a line on a map becomes real. The Denton County Outer Loop's Environmental Impact Statement is scheduled to close out in September 2026 — this fall — and the preferred route through northern and eastern Denton County is being locked in right now.

The project is a proposed six-lane freeway connecting I-35 in Denton County to the Dallas North Tollway in Collin County, running approximately 23 miles on mostly new land. The EIS phase — the most rigorous level of environmental review federal law requires — began in September 2024, with the Federal Register placing the Final EIS and Record of Decision in September 2026.

Four build alternatives are still on the table, along with a no-build option. Each alignment takes a different path through the county, including through the Greenbelt Corridor on Army Corps of Engineers land between Lewisville Lake and Ray Roberts Lake. Whichever route gets selected determines which properties sit inside the new right-of-way, which neighborhoods absorb construction noise, where growth clusters along the corridor, and how traffic redistributes across Denton County's farm-to-market roads.

For Flower Mound residents, that last point matters most. The farm-to-market network feeding FM 2499, FM 407, and FM 1171 already carries more than it was designed for. A new east-west freeway corridor changes the distribution math, for better or worse depending on exactly where it runs.

Once the Record of Decision is issued in September, the selected alignment becomes the official basis for right-of-way planning and future construction phases. The county has said current planning accounts for 30 years of growth — framing consistent with Denton County's well-documented trajectory as one of the fastest-growing counties in the country.

This is not a final yes-or-no vote on whether the freeway gets built. Funding and construction phases are a separate, longer process. The project website shows a possible two-lane frontage road as early as 2035, with full six-lane buildout around 2050. But the alignment choice is the skeleton everything else gets built on. Changing it later is a different order of difficulty entirely.
