Flower Mound Has a New Council Member. Her Name Is Clare Harris.

The May 2 election filled two council seats — but only one of them changed hands. Chris Drew ran unopposed and kept Place 2. The real story is Place 5.

Flower Mound voters elected Planning and Zoning Commissioner Clare Harris to the Town Council Place 5 seat, defeating Susan Cox and Ethan Mitchell in a race that attracted a lot of attention. Harris pulled in 54.87% of the vote — 2,959 ballots — while Cox finished with 41.55% and Mitchell with 3.58%. That's not a squeaker. It's a clear margin in a race where the other side had serious political backing.

The officially nonpartisan contest drew notable political involvement: Cox was endorsed by the Denton County Republican Party, U.S. Rep. Brandon Gill, and State Representatives Ben Bumgarner and Mitch Little, while Harris received backing from the Denton County Democratic Party. "While high-profile legislators campaigned against me, it was that grassroots effort that won the day," Harris said. She takes Ann Martin's seat — Martin, who served as Mayor Pro Tem, was termed out after two consecutive three-year terms.

During a reception at Town Hall, the Town recognized outgoing Councilmember Ann Martin, re-elected Councilmember Chris Drew (Place 2), and newly elected Councilmember Clare Harris (Place 5). The results were canvassed at the May 13 Town Council meeting, when Drew and Harris were sworn in.

So who is Harris, actually? She served as a Commissioner on the Flower Mound Planning and Zoning Commission, and previously on the Environmental Conservation Commission, where she advocated for the preservation of open space and consistently supported protecting native trees — especially Flower Mound's iconic post oaks. She also served on the Blue Ribbon Bond Committee and graduated from the Town's Citizen Academy. That's not a thin resume. She's sat through the meetings. She knows what the staff recommendations actually mean.

She is a registered nurse and long-time DFW resident. Originally from Wales, she moved to Flower Mound six years ago with her husband, James, drawn by the town's natural beauty, central location, and strong sense of community. She ran on a platform that leaned hard into two things the town already has: its SMARTGrowth program and its Master Plan. Her priorities include strengthening long-term financial planning, increasing tree canopy and parkland, ensuring effective emergency services, honoring SMARTGrowth principles, promoting community-focused economic development, expanding facilities in far west Flower Mound, and preserving the Cross Timbers ecosystem.

That list matters right now because budget season is coming. The council adopts the annual Town budget, and a member who spent years on P&Z — watching what gets approved, what gets conditioned, what gets denied — is going to ask different questions than someone learning the acronyms from scratch. Builders and developers who've grown comfortable with a particular council dynamic should pay attention. So should residents in Canyon Falls and Trailwood who've been waiting on services to catch up with their neighborhoods.

Watch the first contested development vote. Watch the first budget work session. That's where you'll learn whether Harris's P&Z experience translates into real influence — or whether the learning curve of full council dynamics slows things down. Either way, Place 5 sounds different starting now.
