Flower Mound Quietly Updated Its Parking Rules — Here's What Changed

The new rules are already in effect, MuniCode hasn't caught up yet, and every new development in town is being reviewed under them right now.

You won't find a press release about this. No ribbon cutting. But Flower Mound's Land Development Regulations — the rulebook that governs how everything from a strip mall to a grocery store gets built here — just got a rewrite on parking, and it's already the law.

The LDR update, approved by Council, covers new parking mitigation options, off-street parking standards, parking area landscaping, and foundational plantings. Four distinct categories of change, one pass. The update is live, but it will take time for the changes to be reflected in MuniCode — the public database most people use to look up the rules. What's written online right now lags behind what the town is actually enforcing.

That gap matters. All development applications are reviewed through the Development Review Committee process to ensure adherence to the Town's Land Development Regulations. In plain terms: every builder who walks in with a site plan is being measured against the new rules, even if those rules aren't yet visible to the public in the usual place.

The H-E-B chase at Furst Ranch made parking policy concrete. The proposed H-E-B is planned at 110,000 square feet; under the town's regulations, the maximum spots allowed would be 440, but the town allows a 20% deviation, which would bring that maximum to 528. H-E-B wanted more. Council approved an exception bringing the maximum from 1 spot per 250 square feet up to 1 spot per 150 square feet. That's exactly the kind of fight the new mitigation options framework is designed to avoid going forward — so individual projects don't have to wrangle a one-off exception every time.

During P&Z deliberation on that case, commissioner Michelle Jackson noted: "This is a lot of concrete." She wasn't wrong. Parking ratios directly shape how much green space or building square footage a lot gets instead of asphalt. Change the ratio, and you change what the next shopping center in your neighborhood actually looks like.

The update also touched parking area landscaping and foundational plantings. That's the difference between a new parking lot with shade trees at the edges and one that just bakes in the sun. Small detail. Big difference if you're walking from your car to the door in July.

The town offers agenda notifications for when a Land Development Regulation is scheduled for consideration by Planning and Zoning or Town Council — LDRs are additions and amendments that affect planning and development across residential, commercial, industrial, mixed-use, and institutional projects.
