Highland Village Moves to Rebuild a Well, Replace Lines, and Upgrade the Wastewater System

The Lake Vista Well reconstruction is just one piece of a four-part water and sewer overhaul now moving through the city's debt-authorization process.

If you live in Highland Village and your water pressure has ever felt like it had a ceiling, the city is spending money to raise it. The City Council is moving to issue Certificates of Obligation — a common form of municipal debt — all of it earmarked for water and wastewater infrastructure.

Four projects make up the scope. Water and sewer lines get replaced throughout the system. New waterlines go in along Brooks Court and in the northwest section of the city. The Lake Vista Well gets fully reconstructed with significantly expanded capacity. The Copperas Branch Lift Station gets replaced, and lift station generator upgrades go in across the city.

That well reconstruction is worth pausing on. Expanding output from a single groundwater source gives the city more headroom on peak summer days, when demand spikes and every gallon of reserve capacity counts.

What happens next follows Texas law's public notice requirements. Notices are set to publish Saturday, Oct. 17 and Saturday, Oct. 24. Council takes up final authorization at its Dec. 8 meeting. If that vote passes, funding could follow before year's end — meaning construction on at least some of these projects could begin in early 2027.

Certificates of Obligation are repaid through a mix of property taxes and utility revenues, so residents will see these costs reflected in the city's debt service over coming years. No neighborhood-by-neighborhood construction schedule has been made public yet. The city has said its standard approach is to phase work to minimize disruption.
