Highland Village's $10.75M Water and Sewer Debt Moves Closer to a December Vote
Both required public notices have now run; the city council's final authorization lands Tuesday, Dec. 8.

If you live along Brooks Court or in the northwest corner of Highland Village, your street may look different in 2027. The city is moving toward a $10.75 million bond vote that would fund waterline replacements in both of those areas, along with a rebuilt well that triples its output capacity.
Here is where things stand. The second of two legally required public notices ran Saturday, Oct. 24, closing out the notice period and clearing the way for a final council vote. That vote is scheduled for Tuesday, Dec. 8, at 7 p.m. in the Municipal Complex Council Chambers at 1000 Highland Village Road. If council approves the financing, the city expects to close before the end of the year, with construction on at least some projects potentially starting in early 2027.
The money covers five jobs. Water and sewer lines get replaced throughout the system. New waterlines go in along Brooks Court and in the northwest section of the city. The Copperas Branch Lift Station gets a full replacement. Lift station generators across town get upgraded. The centerpiece is the Lake Vista Well — a groundwater source dating to the 1960s, being reconstructed on city-owned property near Murray Park. Its output capacity rises from 0.3 million gallons per day to 1.0 million gallons per day.
That tripling is the number worth holding onto. On a peak summer day, when every household is running a sprinkler or filling a tank, a well producing at a third of its potential design capacity is a real constraint. The rebuilt well gives the system genuine headroom.
Certificates of Obligation are repaid through a mix of property taxes and utility revenues, so residents will see these costs reflected in the city's debt service for years to come. No block-by-block construction schedule has been made public yet, so the sequence and timing of work remain open.
