The Flower Mound Arts Center Has a Site, a Design Team, and a Budget Fight — Here's Where It Actually Stands

If you've been watching the empty parcel at 4200 River Walk Drive and wondering when something is actually going to happen there, the honest answer right now is: not yet — but closer than it has ever been.

The town is working through predesign with its architects, Hoefer Welker and BORA. At the most recent public session — an April 16 Town Council work session — staff and the design team were still presenting on program priorities and how to square the vision against the available budget. That tension is real. Town officials project roughly $50 million for the arts center, but the final number won't be locked until the design process concludes. Council members have been candid about wanting something that generates rental revenue without freezing out local arts groups who can't pay full rates.

The site itself has been secured. The town purchased the 3.67-acre parcel within the River Walk development in September 2024. The design team was selected last June after the town fielded 28 firm qualifications. In October 2025, council approved a $583,500 pre-design services contract with Hoefer Welker and BORA Architects. These are the same firms that worked on Van Cliburn Hall at TCU and the Bass Performance Hall at UT Austin. The pedigree is serious.

What does the building actually look like? Still being figured out. Preliminary concepts envision roughly 40,000 square feet that could include a main theater, a black-box performance space, classrooms for music and dance, art studios, exhibit areas, and an outdoor performance lawn connected to the River Walk trail network. Community input gathered so far has landed around a seating range of about 750 and a flexible, configurable space — not a copy of what Coppell or Lewisville built.

The funding structure runs through TIRZ #1, the tax increment reinvestment zone that covers the River Walk corridor, jointly supported by the town and Denton County. Whether the town will also need a voter-approved tax rate election depends partly on how quickly sales tax revenue from incoming developments — Furst Ranch, Monarch, the I-35W connection — materializes.

Construction is currently projected to start around spring 2027, with a target opening of spring 2029. Once underway, construction is expected to run about two years. Those are projections from late 2025. How well they hold up depends on what comes out of the schematic design phase and whether the town settles its budget questions cleanly.

The stakes are plain. Theater companies and school programs in Flower Mound have never had a dedicated home — Flower Mound's Performing Arts Theatre operates out of Parker Square, nowhere near the River Walk. The River Walk itself has never quite delivered on what was promised at its launch. Mayor Cheryl Moore said it plainly at the October 2025 council meeting: "The River Walk has been a place that everyone identifies with as being very beautiful and I know it has lacked a home for the activities that were promised at the onset of building this River Walk."

Arts centers regularly run over budget and slip their opening dates. Not cynicism. Just the track record of the building type, nationally. The good news is that Flower Mound is still in the part of the process where those risks can be managed.
