Two LISD Schools Get New Names — and New Missions

If your child was zoned to Highland Village Elementary or Mill Street Elementary, the building is still there. What it does has changed permanently.

At a recent LISD board meeting, the board approved renaming Highland Village Elementary to Highland Village Student Success Center and Mill Street Elementary to the Vernell Gregg Early Childhood Center. These aren't cosmetic rebrands. Both campuses are taking on entirely different student populations.

At the Highland Village campus, the former elementary building is being repurposed to house two LISD programs. One of them is TEAMS — Teaching for Emotional Academic and Motivational Success — a specialized special education setting for students in grades K–12 who need intensive, highly structured support for behavior management, social adjustment, and academic work. The Highland Village Student Success Center will also serve as the home base for the School-Age Parent Program, along with CHOICES staff and counselors who work with student-parents at LISD campuses throughout the district.

The Mill Street conversion has a different backstory. Under Texas Education Agency rules, any school that posts unacceptable accountability ratings — a D or F — across multiple consecutive years must submit a turnaround plan. Mill Street landed an F three years running. The district's answer was to stop operating it as a neighborhood elementary. The facility is becoming a second LISD Early Childhood Center, relocating existing pre-K programs within the Lewisville High School feeder pattern. Before this change, the Lillie J. Jackson Early Childhood Center was the only early childhood campus in LISD.

For families who had kids at Mill Street: dual language bilingual students have been moved to Lakeland, Lewisville, or Prairie Trail Elementary starting in the 2026-27 school year. Non-bilingual students transferred to Valley Ridge STEM Academy.

Enrollment is part of what makes all this possible. District-wide, enrollment dropped by about 7,000 students over ten years. Fewer kids means buildings that once served a neighborhood can be redirected toward specialized needs. That's the calculation behind both of these changes.

The turnaround plan for Mill Street has to be in place for the 2026-27 school year regardless of whether the school earned an acceptable rating under the state accountability system.
