Denton County's Nearly 20% Population Boom Has Developers Circling — and Flower Mound's West Side Is the Target

The numbers behind your commute frustration are finally on paper, and they explain a lot.

You already felt the county getting more crowded. Now there's a Census number to go with it.

Denton County's population has grown by nearly 20% since 2020 — and that figure alone explains a lot of what's been happening on the west side of town. Not a blip. Not pandemic-era noise. A demographic signal big enough that developers have been responding to it for five straight years. Denton Economic Development Director Brittany Sotelo put it plainly at Bisnow's Denton County State of the Market on May 27: "We've seen an upward trend in building permits issued over the past five years, and it continues to rise."

Flower Mound sits squarely in the path of that wave. The town's SMARTGrowth program has held the line on density for decades, but the pressure keeps building, and the west side is where it's showing up most visibly.

Take Havenwood. Town Council unanimously approved a subdivision site plan and tree removal permits for the first 87 homes during the March 2 meeting. Toll Brothers is developing Havenwood as a 447-acre project located south of Cross Timbers Road, bordered by Shiloh Road to the west and Scenic Drive to the east. It was initially approved in May 2024 and will be built out in four phases, with up to 222 residential lots total. That's one project.

Then there's Monarch. Approved in January 2025, the 200-acre mixed-use development near the intersection of Denton Creek Boulevard and Cleveland Gibbs Road will include 278 townhomes and approximately 472,470 square feet of commercial space. The town built in a phasing trigger to make sure retail actually arrives before residents do: the first 150 townhomes cannot break ground until 150,000 square feet of commercial space is constructed, and the remaining townhomes require at least 300,000 square feet of commercial development to be finished first. Smart. But it only works if the road shows up too.

That road is Denton Creek Boulevard. Denton County approved $1.7 million to help construct Denton Creek Blvd., with funding earmarked for engineering, right-of-way acquisition, utility relocations, inspections, and reconstruction. Mayor Cheryl Moore said the county's support would "unlock more than 230 acres for commercial development, providing Flower Mound with its first interstate-accessible land." The Denton Creek Boulevard bridge has been open since fall 2025. There is no timeline yet for completion of the full road project.

That last sentence matters. Deputy Mayor Pro-Tem Adam Schiestel said plainly: "I have no desire to slow down the Monarch project or have the Town be a bottleneck in any way, and that requires that we complete the access via Denton Creek before the development comes online." The desire is there. The timeline isn't.

That gap — homes and plans approved, road still incomplete — is the exact dynamic that turns well-intentioned growth into a traffic problem. Not speculation. Just history, repeating itself: infrastructure timelines almost never align with development timelines.

The town is at least building toward it. Fire Station No. 6 is expected to open fall 2027 and will service much of Flower Mound's fast-growing west side, including the Furst Ranch development, the Monarch development, and the Denton Creek District. Public safety infrastructure chasing residential growth rather than trailing it by a decade — that's a better outcome than most fast-growing towns manage.

As Denton County's residential base diversifies, developers say the area is reaching the point where it can support the entire employee population of major companies — and residential growth is key to those projects, since builders follow good school districts when planning new developments. That logic is what keeps the cycle going.

The real question for Flower Mound isn't whether this growth arrives. It already has. The question is whether the road gets built before the traffic does.
