Seven Streets Get New Pavement; Highland Village Locks In Path to $10.75M Utility Work
Phase 3 closes out the 2022 street program — and a December vote will decide whether $10.75 million in water and sewer upgrades can begin in 2027.

If you live on Meadowbrook Drive, Oak Street, Cedar Drive, Redwood Drive, Merriman Drive, Ferndale Drive, or Gayle Lane, your street is next — and last. The Highland Village City Council voted in October to award the contract for Phase 3 of the 2022 Street Improvements Project, the final chapter of a three-phase program the city has been working through for years.
The first two phases wrapped up in 2024. Water main replacements and drainage work were already finished along these corridors to prepare for the roadway itself. The next step reclaims the existing base and lays a new asphalt surface.
The same meeting moved a separate but related piece of business forward. Council approved a Notice of Intent to issue Certificates of Obligation in an amount not to exceed $10.75 million to fund water and wastewater infrastructure improvements. That package covers water and sewer line replacements throughout the system, new waterlines along Brooks Court and in the northwest section of the city, reconstruction of the Lake Vista Well to increase capacity to one million gallons per day, replacement of the Copperas Branch Lift Station, and lift station generator upgrades.
The well reconstruction carries the most long-term weight. The city's groundwater wells are the backbone of supply on peak summer days, and adding firm capacity at Lake Vista gives the system more room to breathe when demand climbs.
Certificates of Obligation are a financing tool Highland Village has historically used for utility infrastructure. This proposed issuance supports the city's five-year capital improvement plan, funded through utility revenues. The $10.75 million is the maximum proposed amount and may be reduced based on updated project needs, available funding, and market conditions.
Texas law requires public notice before these certificates can be issued. Council is expected to consider final authorization on Monday, Dec. 8, with funding anticipated by Dec. 29. If that vote passes, construction on at least some of the utility projects could begin in early 2027.
The phased approach lets the city focus construction on specific areas while limiting disruption to residents. A neighborhood-by-neighborhood construction schedule has not been made public yet.
